As part of their continued investment in digital transformation and technology modernization, they are seeking an experienced IT Procurement Manager to drive strategic sourcing initiatives, manage key vendor relationships, and support complex technology procurement projects across the business.

Job Description

  • Lead strategic sourcing projects covering software, hardware, cloud services, cybersecurity, telecommunications, and professional services.
  • Develop and execute category strategies to optimize cost, quality, risk, and supplier performance.
  • Manage the full procurement lifecycle, including RFx processes, supplier evaluation, contract negotiation, and onboarding.
  • Collaborate with internal stakeholders to understand technology requirements and ensure procurement solutions align with business objectives.
  • Negotiate commercial terms, service level agreements (SLAs), pricing models, and contractual provisions.
  • Drive supplier relationship management activities and conduct regular vendor performance reviews.
  • Ensure procurement activities comply with company policies, regulatory requirements, and governance standards.
  • Identify opportunities for cost savings, value creation, process improvement, and risk mitigation.
  • Support technology transformation projects and major sourcing initiatives across the organization.
  • Monitor market trends, emerging technologies, and supplier developments within the insurance and financial services sectors.



The Successful Applicant

  • Bachelor's degree in Business, Supply Chain, Procurement, Information Technology, or a related discipline.
  • Minimum 7-10 years of procurement experience, with a strong focus on IT sourcing and vendor management.
  • Experience within insurance, banking, financial services, or other highly regulated industries is preferred.
  • Strong knowledge of software licensing, cloud contracts, SaaS agreements, cybersecurity procurement, and technology services sourcing.
  • Proven track record of managing complex contract negotiations and delivering measurable commercial outcomes.
  • Excellent stakeholder management and influencing skills with the ability to engage senior business leaders.
  • Strong analytical, commercial, and problem-solving capabilities.
  • Familiarity with procurement governance, third-party risk management, and regulatory requirements.
  • Professional certifications such as CIPS, CPSM, or equivalent will be advantageous.
  • Fluent English communication skills; Cantonese and/or Mandarin would be beneficial.
