Job Description

Reporting to senior management, the Director, Human Resources will lead the full spectrum of human resources functions for a sizeable and diverse workforce, providing strategic leadership across HR business partnering, talent management, learning and development, compensation and benefits, HR technology and organisational development. As a key member of the leadership team, the incumbent will drive workforce transformation initiatives, strengthen organisational capability, and develop people strategies that support the organisation's long-term objectives.

The successful candidate will work closely with executive leadership and serve as a trusted advisor on a broad range of people, organisational and governance matters. The role requires regular engagement with senior management, Board members, committee members and external stakeholders, including government officials and representatives from public bodies. The incumbent will participate in and contribute to Board, committee and executive-level discussions, providing strategic HR insights, recommendations and supporting papers on key workforce, talent and organisational matters.

As the organisation continues to evolve, the Director, Human Resources will play a critical role in shaping a future-ready workforce through HR innovation, digitalisation and organisational transformation. A strong appreciation of people analytics, workforce intelligence and data-driven decision-making is essential. The successful candidate will be expected to leverage emerging technologies, including AI-enabled HR solutions, to enhance workforce planning, talent management, employee experience and overall organisational effectiveness.

Operating within a highly regulated and stakeholder-intensive environment, the Director, Human Resources will lead and develop a professional HR team while ensuring HR policies, practices and initiatives are aligned with organisational priorities, governance requirements and best practices. This position requires a mature, politically astute and commercially minded HR leader who is able to navigate complex stakeholder environments, influence decision-making at the highest levels, and build credibility with both internal and external partners.

The Successful Applicant

  • Degree qualified in Human Resources Management, Business Administration or a related discipline; postgraduate qualifications will be an advantage.
  • Minimum 25 years of progressive HR experience with significant leadership responsibility in large, complex and multi-stakeholder organisations.
  • Proven track record in leading broad-spectrum HR functions, including HR Business Partnering, Talent Management, Learning & Development, Compensation & Benefits, Organisation Development and HR Technology.
  • Demonstrated success in driving workforce transformation, organisational effectiveness, change management and succession planning initiatives.
  • Proven people leadership experience, with a track record of leading and developing sizeable HR teams of at least 25 professionals across multiple HR disciplines.
  • Executive presence and strong stakeholder management skills, with the ability to engage confidently with senior management, Board members, committee members, government officials and external stakeholders.
  • Experience operating within highly regulated, governance-driven, public sector, quasi-government or politically sensitive environments will be highly regarded.
  • Strong commercial acumen with the ability to translate business priorities into people strategies and organisational outcomes.
  • Proven experience in preparing, presenting and influencing strategic recommendations at executive, committee and Board levels.
  • Strong analytical and problem-solving capabilities, with experience leveraging workforce analytics, HR metrics and data-driven insights to support decision-making.
  • Hands-on experience in HR digitalisation, HRIS implementation, process transformation and the adoption of emerging technologies.
  • Knowledge of AI-enabled HR tools and applications, with the ability to leverage technology to enhance workforce planning, talent management, employee experience and organisational effectiveness.
  • A forward-thinking leadership style with a passion for building future-ready organisations and high-performing teams.
  • Excellent written and verbal communication skills in both English and Chinese (Cantonese and Mandarin).
