Job Description

1. Tender Strategy & Planning

  • Assess tender documentation, qualification requirements, and evaluation criteria using relevant government e‑procurement channels.
  • Lead the bid/no‑bid assessment based on project scope, competitiveness, and organizational capabilities.
  • Develop winning strategies addressing Government evaluation priorities such as technical robustness, service capability, operational readiness, and value‑for‑money.



2. Compliance & Governance

  • Ensure full compliance with Hong Kong Government procurement rules, submission procedures, and ICAC integrity requirements.
  • Manage conflicts of interest, confidentiality controls, and audit‑ready documentation.
  • Oversee internal approval workflows and ensure corporate governance requirements are met.



3. Proposal Development

  • Lead end‑to‑end development of the tender proposal (technical, operational, commercial, legal, risk & financial sections).
  • Consolidate contributions from internal departments (operations, finance, legal, safety, HR, technical teams) and external partners where required.
  • Craft clear value propositions, performance commitments, and win themes tailored to Government evaluators.
  • Ensure the proposal is delivered to exact formatting, structure, and compliance specifications.



4. Stakeholder & Government Engagement

  • Coordinate communications with Government procurement representatives and related agencies within permitted guidelines.
  • Serve as the central communication point for internal teams, senior management, and project partners.
  • Present strategy, risks, progress, and deliverables to internal leadership.



5. Process Improvement & Knowledge Management

  • Conduct post‑tender reviews and document lessons learned for future bids.
  • Maintain and enhance a library of Government‑compliant tender materials, templates, and case studies.
  • Support continuous improvement in tender quality, governance, and team readiness.

The Successful Applicant

  • Bachelor's degree in Business, Public Administration, Supply Chain, Engineering, or related field.
  • Minimum 5 years' experience in Hong Kong Government tender bidding.
  • Background in marine services, transportation, public infrastructure, or government projects strongly preferred.
  • Proven track record of managing and winning Government tenders.
  • Strong knowledge of GovHK e‑Procurement systems, GLD tender platforms, and ICAC integrity and probity guidelines.
  • Excellent project management, documentation, and compliance‑oriented writing skills.
  • Ability to coordinate multi‑disciplinary teams and communicate effectively with both Government and internal stakeholders.
